The Arbiter recalls the player's units within a small range to beside its position, instantly teleporting them to its aid. This can be done anywhere on the map and to any units. Exceptions occur when the arbiter is on water and is calling land units, or when there is too little space for the units. You cannot recall enemy or allied units.

The Arbiter can create pockets of space-time in which he traps opposing or friendly units. The units inside stasis cannot move, attack, cast spells, or be attacked and have spells cast on them for a duration of approximately 30 seconds.
Description:
The most interesting ability of the Arbiter is that it cloaks units within a certain range. You can hide a lot of units with just a few Arbiters, and if the enemy lacks detection, they cannot hurt any of the units unless they stray from the Arbiter. However, this makes the Arbiter itself the only presentable target. The Arbiter's 10 explosive damage with the long cooldown rate seems to be there only for show. Arbiters also take a very long time to build, even longer than Carriers.
