Sadly, shaman magic can only heal flesh- his cyberware is too badly damaged, and it makes up too much of his body. You'll have to fetch help for him...

The Seattle hospital can help. Ivanna will airlift him to the hospital, then assign you the one mission, the only mission, that will save Stark's life. Go to the Fuchi offices in the Penumbra district, and steal the cybernetic heart (there's a security terminal on the first floor you can use to find out where they are keeping it). Get the heart back to Dr. Haversheen, and Stark will be good to go, and "hirable" (he joins for free), at the Underground 93 bar in the Puyallup Barrens.
